Learning Spanish, “te mando un beso a donde quiera que estés”, what do I mean with that and where are you?

That sentence means “I'm sending you kisses in your direction no matter your location”/ “I'm sending kisses to you wherever you are”.
In case you're wondering why you don't need to add 'yo' before 'te', is because it is already understood that you're the one who will do the action.
But there is no problem if you add it.
I sometimes make that mistake when talking in Spanish.

I'll transliterate ‘cause I've never heard an equivalent phrase in english.
“I send kisses to you wherever you are”
And the second part of your question, well that I don't really get.
If you're asking the person answering this question, I live in Mexico.
If you're asking if it has something to do with the location of the person to whom the kisses are being sent, it doesn't.
