The listening section of the IELTS is divided into 4 sections.

Conquer the first battle — Understand the accent
For familiarising yourself with the accent and the vocabulary that is used in the tests, because sometimes you will hear “naught” in place of “zero”, you should practice listening to radio programs aired in the UK.
We suggest radio because the test requires you to listen and not watch any visuals.

In order to improve your English Listening Abilities you need to understand the difference between listen and hear.
Listening is deliberate, and hearing is not.
Hear means that sounds come into your ears whether you want it or not, while listen means that you consciously pay attention to what you hear, that is you want to hear something.

Any interesting video that you like decreases its speed and start listening or try another approach to get it's subtitle and address them down and listen to that video along with looking on the subtitle for few times and then just listen without subtitles.
In this way, you'll be expanding your vocabulary as well as building your listen comprehension.
